CONSENT AGENDA:


6. Approval of July 8, 2026, regular meeting minutes as published in the Official Journal.


7. Payment of the July 2026 bills as approved by the Claims Committee.


8. Request from Dr. Bill Ownes of the Hill Farm Research Station, in a letter dated July 13, 2026, requesting help from the Hwy Dept replacing a culvert in the Hill Farm at one of the RR track crossings. The work will be done on a reimbursement basis with an approximate cost of $1,000.

9. Reminder – one (1) hour of ethics training is required to be completed by December 31, 2026, for all Jurors and Parish Employees. - https://laethics.net/EthicsTraining/login.aspx


10. Reminder – one (1) hour of Sexual Harassment Training is required to be completed by December 31, 2026, by all Parish Employees – Department Heads and Jury Officers have a two (2) hour training requirement. - https://www.lma.org/LMA/LMA/Programs/Online_Training.aspx


11. Reminder – one (1) hour of Cybersecurity Training is required for all employees who have access to the Police Jury’s computer network system. - https://www.lma.org/LMA/LMA/Programs/Online_Training.aspx


12. Mr. Doug Efferson, Executive Director of the NWLA Human Services District, will give the Jury a quick update on the district and the services it can offer residents of Claiborne Parish.


13. Notice of Special Election – NOTICE IS HEREBY GIVEN that a special election will be held within the CP Sales Tax District on TUESDAY, NOVEMBER 3, 2026, and that at the said election there will be submitted to all registered voters in the District qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to-wit

Notice of Special Election – NOTICE IS HEREBY GIVEN that a special election will be held within the CP Sales Tax District No. 2 on TUESDAY, NOVEMBER 3, 2026, and that at the said election there will be submitted to all registered voters in the District qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to-wit


15. Notice – the Claiborne Parish Police Jury will sit as a Board of Review for the 2026 tax roll for a 15-day period beginning September 2, 2026, and ending on September 16, 2026. The hearing date for the Board of Review will be Wednesday, September 09, 2026, at 10:00 am in the Jury Chambers of the CPPJ Administration Building located at 507 West Main Street in Homer, LA 71040


16. Resolution 2026-014 - A Resolution Calling a Hearing to Request input from the Public about its Annual Plan that Discusses the Mission, Goal and Objectives of the Section 8 Housing Assistance Programs Administered by the CPPJ.

Notice – the CPPJ has called a hearing to request input from the public about its annual plan to discuss the Mission, Goal an Objectives of the Section 8 Housing Assistance Programs administered by the CPPJ. The hearing will be held on Tuesday, September 15, 2026, at 1:00 pm in the conference room of the Claiborne Parish Police Jury Administrative Building located at 507 West Main St. in Homer, La


18. Special Events Permit – Claiborne Unite Foundation Inc. (La Legends Fest) Downtown Homer – October 15th – 18th, 2026.


19. Request from Mr. Devin Martin with Bike Minden, in an email dated July 6, 2026, for the use of certain portions of the Bois D Arc Road and Flatlick Road on the morning of Saturday, September 12 and Sunday, September 13th for the 2nd Annual Kisatchie Crusher Gravel & Run and the Fondo Road Ride events from 8:00 am till noon.


20. Request from Secretary-Treasurer Dwayne R. Woodard, to advertise for bids for the Surplus Sale of Parcel No. 8320023150 1914 Main Street, Haynesville LA (old Planters/Cap One Bank Bldg & parking lot) and Parcel No. 8320032200 1920 Main Street, Hayneville LA (adjacent lot).


21. Request from 2nd JDC Division A Judge Walter May, in a letter dated July 21, 2026, requesting a distribution of $40,000 from the Parish’s Opioid Suit Funds for start-up expenses for the establishment of a Drug Court for Claiborne Parish.


22. Request from the Claiborne Parish Airport District No. 31, in a letter received July 30, 2026, requesting that the CPPJ assume payment of the District’s electrical bill with Claiborne Electric until it is on a more financially stable footing.
