RESIDENTAL TRASH PICKUP IN THE RURAL AREAS OF THE PARISH AS OF JULY 1, 2026

Since 1992 the Parish has operated on a 1% sales tax in the areas of the Parish outside of the incorporated limits of Homer and Haynesville – here is the tax proposition that expires on December 31, 2026.

CURRENT PROPOSITION
(SALES TAX)

Shall Claiborne Parish Sales Tax District (consisting of the entire Parish of Claiborne except those portions of the Parish contained within the corporate boundaries of the municipalities of Homer or Haynesville) (the "District"), under the provisions of Louisiana law, be authorized to levy and collect a tax of one percent (1%) (the "Tax") (an estimated $630,000 reasonably expected at this time to be collected from the levy of the Tax for an entire year) upon the sale at retail, the use, the lease or rental, the consumption, and the storage for use or consumption, of tangible personal property and on sales of services in the District, all as defined by law, for a period of ten (10) years from January 1, 2017, with the proceeds of the Tax (after paying the expenses of collecting and administering the Tax) to be dedicated and used for the purposes of paying the costs of (i) providing for solid waste collection and disposal in the District, including acquiring, improving, maintaining and/or operating the necessary land, facilities and equipment required in connection therewith, and (ii) materials required for surfacing and maintaining public roads within the boundaries of the District?

WHAT DOES THIS MEAN AND WHERE IS THE TAX COLLECTED?

It means that if you live outside of the incorporated areas of Homer and Haynesville, you are subject to this tax if you make a major purchase such as a vehicle, boat, trailer, RV or other equipment. It also means you are subject to this tax if you make on-line purchases from Amazon, Walmart, BestBuy, E-bay etc. You are also subject to this tax if you purchase a big-ticket item (i.e. refrigerator, freezer, washer, etc.) at a box store (Lowes, Home Depot, etc.) and have the product delivered to your home in rural Claiborne Parish.

This tax is NOT COLLECTED inside the towns at ANY retailers Brookshires, Spring Market, Roses, Homer Hardware, Gray’s Jewely, Michaels etc.

This tax is COLLECTED at retailers outside the incorporated areas of Homer and Haynesville, which are very few – Homer Travel Plaza, Dollar General in Athens, Kel’s Kove, Pleasure Point Marina etc.

WHAT HAPPENS AT THE POLLS ON NOVEMBER 3rd?

The Police Jury is asking the voters outside the incorporated areas of Homer and Haynesville to vote to increase the sales tax (two propositions) to keep the curbside weekly pickup that they currently have. If this vote fails, the Police Jury will no longer provide curbside pickup, and the individual residents will have to contract a provider to dispose of their trash going forward.
