6. Approval of October 7, 2026, regular meeting minutes as published in the Official Journal.


7. Payment of the October 2026 bills as approved by the Claims Committee.


8. Request to advertise for bid – sealed bids are hereby invited by the Claiborne Parish Police Jury for the purchase of CRS-2, CRS-P2, and CSS-1H asphalt cement necessary for the maintenance of the Claiborne Parish roads for the year 2027.


9. Request to advertise for bid – sealed bids are hereby invited by the Claiborne Parish Police Jury for the purchase of Hot Mix and Colay (Cold Mix) necessary for the maintenance of the Claiborne Parish roads for the year 2027.


10. Request to advertise for bid – sealed bids are hereby invited by the Claiborne Parish Police Jury for the purchase of pit run, sand clay gravel and maintenance rock necessary for the maintenance of the Claiborne Parish roads for the year 2027.


11. Request to advertise for bid – sealed bids are hereby invited by the Claiborne Parish Police Jury for the purchase of sizes LA C-1 “modified”, LA C-2, LA C-3 granite or equivalent crushed stone necessary for the maintenance of the Claiborne Parish roads for the year 2027.


12. Request to advertise for bid – sealed bids are hereby invited by the Claiborne Parish Police Jury for the purchase of 87 Octane Unleaded Gasoline and Diesel Fuel (off road & highway use) for use in Claiborne Parish Police Jury owned vehicles and equipment for the year 2027.


13. Request to advertise for bid – sealed bids are hereby invited by the Claiborne Parish Police Jury for the purchase of various culvert types and sizes (Galvanized and HDPE type) for the maintenance of the Claiborne Parish roads for the year 2027.


14. Request to advertise for bid – sealed bids are hereby invited by the Claiborne Parish Police Jury for the purchase of iron ore (road materials) for the maintenance of the Claiborne Parish roads for the year 2027.


REGULAR AGENDA:


15. Reminder – one (1) hour of ethics training is required to be completed by December 31, 2026, for all Jurors and Parish Employees. - https://laethics.net/EthicsTraining/login.aspx


16. Reminder – one (1) hour of Sexual Harassment Training is required to be completed by December 31, 2026, by all Parish Employees – Department Heads and Jury Officers have a two (2) hour training requirement. – The CPPJ will hold a training session for both hours on Wednesday, October, 21, 2026 at 8:30 am in the meeting room of the Claiborne Parish Library. https://www.lma.org/LMA/LMA/Programs/Online_Training.aspx

18. Notice – the CPPJ has called a hearing to request input from the public concerning its proposing comprehensive revisions to its Section 8 Housing Choice Voucher Administrative Plan. These Updates are required to align local policies with major federal statutory overhauls enacted by the U.S. Department of Housing and Urban Development (HUD), including the Housing Opportunity Through Modernization Act (HOTMA), NSPIRE Inspection Standards, and recent HUD cost-containment mandates. The hearing will be held on Tuesday, November 10, 2026, at 2:00 pm in the conference room of the Claiborne Parish Police Jury Administrative Building located at 507 West Main St. in Homer, La


19. Reminder - 2026 Thanksgiving Holiday – lunch Tuesday, November 24th at the Road Barn on Hwy 2, off Wednesday November 25th through Friday the 27th – return to work on Monday, November 30th, 2026.


20. Reminder - 2026 Christmas Holiday – lunch Wednesday, December 23rd at the Road Barn on Hwy 2, off Thursday the 24th through Friday, January 1st, return to work on Monday, January 4th, 2027


21. Notice – the Employer Contribution rate for PLAN A of the Parochial Employees Retirement System will drop to 10.75% (currently 11.00%) effective January 1, 2027, the Employee Contribution rate will remain at 9.5%


22. Approval of the Parish’s 3-year Transportation Plan as required by the Parish Transportation Act.


23. Request from Road Superintendents Brant Cupp and Chad Verdin – requesting a $1.50 per hour raise for Road Foreman Travis Kimp to $25.90 per hour effective November 5, 2026.


24. Resolution 2026-021 – A Resolution ordering and calling an election to be held in the Parish of Claiborne, State of Louisiana, to authorize the levy of a sales and use tax and the issuance of general obligation bonds therein. (CPWSD 1/8% Sales Tax Renewal)


25. Notice of Special Election – NOTICE IS HEREBY GIVEN that a special election will be held within the Parish of Claiborne, State of Louisiana on SATURDAY, APRIL 7, 2027, and that at the said election there will be submitted to all registered voters in the Parish qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to-wit
